Yes, a person should feel guilty because you saw the person that was doing the crime. If you wittness a murder scene or robbery and you were scared to call the police, your deffinitly going to feel guilty because you could've prevented the murder or not have someones things getting stoling.Another example could be, if you were at court, and you witness a crime and the judge ask you if you had any part of it or if you know who did it. Some witnesses may or may not tell the truth because it could be a relative or someone you know who commited the crime.
